More about the BCUC: Our organization is an independent agency of the provincial government that is responsible for regulating energy utilities within the province, its compulsory automobile insurance rates and tolls related to intra-provincial pipelines. We work hard to ensure British Columbians get fair value for safe and reliable energy services and basic automobile insurance rates. While protecting the ratepayer and the public interest, we afford the entities that we regulate a reasonable opportunity to earn a fair return on their capital investments, and in the case of compulsory insurance, ensure that costs are recovered and that there is adequate financial capacity to pay claims.

Reporting to the Manager, Communications, the Webmaster is the bridge between technology and the business in being the primary contact for all aspects of the BCUC’s websites, handling a range of responsibilities that include maintaining brand integrity, web design and development, routine site and content maintenance, adherence to website governance structure, testing, and other updates as required. The successful candidate will work with the organization to lead the prioritization of requests and day to day tasks related to website projects and support the implementation of this work.

Responsibilities:

  • The primary contact for all aspects of the BCUC’s websites, internally and externally;
  • Understand the BCUC’s brand and stakeholder needs, as they relate to the BCUC’s websites;
  • Ensure content, sites, and platforms are high-performing and provide a positive overall user experience;
  • Oversee the quality assurance process to maintain accuracy and functionality of website content;
  • Facilitate a consistent, creative and unified web design that adheres to the BCUC’s brand and style guidelines;
  • Act as project lead on website redesigns and new content requirements;
  • Contribute to overall digital strategy and planning;
  • Monitor and debug pages to fix broken links, images, and assets;
  • Determine and prioritize BCUC website needs and requirements;
  • Build and test aesthetic, functional, and user-friendly websites and webpages;
  • In collaboration with the IT team, develop, rollout and maintain documentation for web processes, including detailed specifications and workflows;
  • Collaborate with the IT team in implementing and monitoring website security and data projections;
  • Collect and analyze web analytics and similar data;
  • Identify opportunities to improve search engine optimization (SEO), time on site, web traffic, and other relevant metrics;
  • Proactively seek feedback on the website for internal and external stakeholders;
  • Support continuous improvement by determining the root cause of problems, developing solutions, and identifying opportunities to improve the efficiency of technologies and business processes;
  • Address and respond to user comments and complaints; and
  • Perform other duties to support the advancement of the BCUC’s regulatory mandate, as requested.

Skills & Qualifications:

  • Degree in computer science or a related field preferred; engineering or business with a technology focus plus related experience; or a combination of education and relevant experience;
  • A minimum of four (4) years of experience as a Webmaster or Web Developer;
  • Demonstrated ability to design, plan and develop secure web-based applications with a variety of front-end programming languages including: , HTML, CSS, Bootstrap, JavaScript;
  • Understanding and proven experience with modern back-end web design and languages and frameworks: ReactJS / VueJS, React Redux, NodeJS, ASP.NET MVC;
  • Ability to provide subject matter expertise on trends and best practices in web design and development;
  • Demonstrated understanding of UX/UI design, with elevated and up to date visual design experience;
  • Graphic design experience with Adobe Creative Suite, Adobe XD, Invision or Figma considered an asset;
  • Knowledge of search engines and SEO best practices;
  • Strong analytical, troubleshooting and problem-solving experience;
  • Strong organization skills, highly responsive, and detail oriented with follow-through;
  • Excellent written and oral communication, presentation/facilitation and inter-personal skills;
  • Strong Microsoft office software skills;
  • Ability to work well in a non-hierarchical, matrix team structure;
  • Ability to develop and maintain appropriate relationships with colleagues and stakeholders in a quasi-judicial/ regulatory environment;
  • Ability to manage multiple priorities and projects and produce results within tight deadlines;
  • Ability to communicate complex and technical matters in lay terms to various stakeholders.
